Frequently asked questions
Who submits sanitary plans to PUB?
For new developments and building works, the developer or building owner must engage a Qualified Person (QP), either a registered Architect or a Professional Engineer with a practising certificate, to prepare and submit plans for the sewerage and sanitary works. The QP is also responsible for making sure the works are built according to the approved plans.
When do I need a Licensed Plumber, and when a Professional Engineer?
Water service installation works must be carried out by a PUB Licensed Plumber, who can also do the design when no pumping equipment or water tank is involved. If the installation involves pumping equipment or a water tank, a Professional Engineer must be engaged to design it and supervise the works.
What are the stages of PUB clearance for a building project?
Before sewerage, sanitary and drainage works start, the QP obtains Development Control (DC) clearance and then Detailed Plan (DP) clearance. After the works are completed, the QP applies for PUB clearance for the Temporary Occupation Permit (TOP) and then the Certificate of Statutory Completion (CSC). Simple projects that meet PUB's criteria may use a Simplified Submission instead of a DC submission.
Which codes do sanitary and plumbing drawings have to follow?
Sanitary and sewerage works follow PUB's Code of Practice on Sewerage and Sanitary Works (3rd Edition, March 2025), whose new requirements took effect on 1 September 2025. Water service installations follow the Public Utilities (Water Supply) Regulations and Singapore Standard SS 636, the Code of Practice for Water Services.
What drawings are needed to notify PUB of water service works?
Before work starts, the Licensed Plumber or Professional Engineer notifies PUB with a site plan showing the proposed water meter location and a schematic drawing of the water reticulation system. When the works are done, they submit a Certificate of Satisfactory Completion.
Does PUB charge a fee for Licensed Plumber submissions?
PUB states that it does not impose administrative or processing fees for these regulatory submissions. Any fee charged for preparing a submission is a commercial charge set by the service provider, so ask for an itemised quotation.
Do you submit the drawings to PUB for me?
We prepare the drawings. Submissions to PUB are made by the project's Qualified Person or Licensed Plumber through CORENET or PUB's Business & Professional Portal, as PUB requires. Tell us who your QP or Licensed Plumber is and we will prepare the drawings in the format they need.
Based on PUB's published guidance, checked October 2026. Always confirm current requirements with PUB or your QP.
